Yes, and as noted in the other thread, the vacuum that can be used to open the valve will only exist under part-throttle or shut-throttle conditions. At wide open throttle, there can be no source of vacuum to the switching valve (because there is boost pressure everywhere inside the throttle bodies), so the bypass valve can only be closed.
