Surely the answer is for the DVLA to act as the go-between.
If a bike's owner needs to be contacted, let's say for a parking fine, the parking company supply details of the offence to the DVLA who, for a fee, pass it on to the registered owner of the motorcycle.
If the owner doesn't respond and the parking company want to pursue the matter through the courts, then the court contacts the owner.
Just a procedural change and problem solved.

Ask the DVLA why they sell your address when thieves get the address to steal your bike.
Ask them to supply the Police with details of bike owners and vehicles the DVLA sold.
Ask the police to cross reference the data requested with thefts of motor bikes.
Ask why the DVLA feel justified in selling your address from your reg number.

|BobC||Up until recently London's Metropolitan Police had a dedicated motorcycle theft unit. This was scrapped as a cost saving exercise. If anyone writes to their MP about data protection, or wishes to petition the government they could mention this too.|

UK DVLA selling your address - Solution
I haven't read the MCN article yet but -as you know if your bike is registered at your place of safe keeping, i.e. home then anyone can get your address by saying your bike is blocking their driveway etc.
If you can prove you have a good reason you can ask the DVLA to stop disclosing your address as below. Write and say your bike will be stolen if the thieves can locate your address. If they spot it they will stick a tracker on it and find your home or where its parked. They scan your bike to locate your tracker, they have GPS jammers and phone jammers to block your tracker. The frequencies the devices work on are well known.
Write to DVLA at the address below cc your MP and demand they flag your reg with the do not disclose flag and accuse them of breaking the Data Protection Act 1998 by making the details available to the general public as proven by MCN. Also a petition needs to be started, or if already started - sign it. 10,000 bikes stolen in London in one year - got to act. Same goes for the Register of Voters, the Electoral Register, data sold all day long.

"The Agency (DVLA) would not be able to justify withholding personal information from third parties able to demonstrate reasonable cause without evidence that such disclosure would cause unwarranted and substantial distress or damage.
In exceptional circumstances, when an individual is at particular risk, a marker may be put against a record to highlight this risk to the staff member considering the request for information. In these circumstances, the individual concerned may be contacted before the data is disclosed in order to bring the request to their attention. However, for DVLA to put a marker on the vehicle record, they would be required to supply evidence to support their request and supply the registration mark(s) of their vehicle(s).
If you wish to have this marker added to your record(s), you should write to Vehicle Enquiry Section, DVLA, Longview Road, Morriston, Swansea SA99 1AJ. You will need to provide the vehicle registration mark(s) of your vehicle(s). I should point out that any marker would apply only to the specific vehicle(s) requested. Should you later become the registered keeper of another vehicle, you would be required to inform the Agency separately of the need to add the marker to the new vehicle record.

This has to stop! This is why you cannot insure a bike in London. Why do we put up with it? Write to your MP!!!!!!!!!
